DUTERTE HAS BECOME THE BIGGEST THREAT TO HUMAN RIGHTS AND PEACE IN THE PHILIPPINES

It is with grave concern and sheer horror that we view yesterday’s pronouncement by President and Commander in Chief Rodrigo Duterte that he will form his very own death squad to hunt down and kill suspected rebel and rebel sympathizers as part of his full-scale offensive against the communist-led revolutionary movement.
In his speech before soldiers at a miliary camp in Carmen, Bohol yesterday, Duterte said his “Duterte Death Squad” would take out even “prospective NPA members,” including those who loiter in transport terminals, and even “shoot them in the back.”
We fear that such pronouncements, coming from Duterte, will surely have an impact on the way the police and military are conducting counterinsurgency operations nationwide. It would be no different from how Duterte’s rabid rants against drug addicts and pushers have resulted in thousands of extrajudicial killings both by state agents and self-styled vigilante death squads.
Prior to this, Executive Secretary Salvador Medealdea issued Memorandum Order 32 which would increase police and military operations in the rebel strongholds of Samar, Negros island and the Bicol region. Congress, meanwhile, is expected to further extend martial law in Mindanao.
All these bode ill for the cause of human rights and peace and signal another chapter in Duterte’s ugly transformation into a fascist madman. He has, in fact, become the greatest threat to human rights and peace in our country.
We call on our people to resist this descent into state-sponsored violence and terror. #
